The SAC has chosen to use impervious cover as the fair and equitable measure to determine the billing basis for customers

The Equivalent Residential Unit (ERU) method will be used to allocate stormwater costs to the various customer classes within the City. (Commercial, Industrial, Single Family Residential, Non Profit, Municipal, Federal, State, etc..)

Primary classes of customers will be created; C&I, Residential, Tax Exempt

Preliminary Impervious coverage was determined using aerial photography and local GIS parcel data on over 12,000 parcels
